What drives cold-storage demand in Wyoming

July highs average about 80F to 90F across most of the state (Casper 87F, Cheyenne about 84F) with cool nights, and humidity is moderate. Winters are cold, with Casper's January average low near 12F and Cheyenne averaging about 63 inches of snow a year. The state is windier than most of the U.S.

The hottest stretch runs june to August. The coldest runs december to February. Both extremes strain commercial refrigeration, and both bring calls for emergency cold storage.

Resorts, lodges, hospitals, and event operators rely on short-term refrigeration for busy seasons and breakdowns.

Weather and hazards

  • Winter storm (October to April): The 77-mile stretch of I-80 between Rawlins and Laramie has frequent winter closures, and Afton averages nearly 88 inches of snow a year. Winter closures can strand refrigerated deliveries and cause outages, which can create a need for temporary cold storage. Source
  • Other (December to February): Extreme cold: Casper recorded -42F on December 22, 2022 during a winter storm, and Pinedale's record low is -49F. Deep cold can stress equipment, freeze lines and interrupt power, which can create emergency kitchen and storage needs. Source
  • Tornado (late spring to summer): The southeastern plains are the most tornado-prone area; the most destructive tornado in state history hit Cheyenne on July 16, 1979 (F3, one death and 40 injuries). Storm damage and outages in southeast Wyoming can leave stores and kitchens without refrigeration. Source
  • Other (year-round): High wind: the state is described as windier than most of the U.S. Wind can damage power lines and cause outages that affect refrigerated food. Source

Power outages

  • Rocky Mountain Power (PacifiCorp) serves Wyoming cities including Casper, Cody, Laramie, Rock Springs and Buffalo, and PacifiCorp owns coal plants in the state including Jim Bridger, Dave Johnston and Naughton. One utility serving much of Wyoming means regional storms or wildfire events can affect many communities at once. Source
  • The September 2020 windstorm affected Rocky Mountain Power customers in Utah, Idaho and Wyoming, and the utility aimed to restore nearly all by September 10, 2020. Multi-day wind outages can spoil refrigerated inventory. Source
  • At Kemmerer, the Naughton Power Plant's coal units were scheduled to stop burning coal in 2026, and construction on TerraPower's Natrium reactor began April 23, 2026. Energy-sector construction crews can need temporary kitchens and cold storage. Source

Food and hospitality

  • Goshen County ranked first in Wyoming for cattle inventory as of 2011, and Torrington's twice-weekly livestock auctions are the largest in the state. Livestock and beef supply chains in southeast Wyoming depend on cold storage. Source
  • Sugar beets are the top agricultural product around Worland, whose top employers include Admiral Beverage, Wyoming Sugar Company, Crown Cork & Seal and MillerCoors. Food and beverage processing in the Bighorn Basin can need extra cold storage at harvest. Source
  • Powell's main cash crops are sugar beets, barley and pinto beans, and beef production is also important. Seasonal harvest and shipping can create short-term refrigerated storage needs. Source
  • Yellowstone National Park, nearly all of it in northwest Wyoming, recorded about 4.76 million visitors in 2025. Gateway-town restaurants and lodges can need extra cold storage and temporary kitchens in peak season. Source
  • Cheyenne Frontier Days draws nearly 200,000 people a year, and its free pancake breakfasts alone serve about 40,000 people. Large food service operations at a mass event rely on temporary refrigeration and warewashing. Source

Rules, agencies, and roads in Wyoming

We rent to commercial and industrial customers only. Before you place temporary refrigeration or a temporary kitchen in Wyoming, check local rules. The state agency to start with is Wyoming Department of Agriculture, Consumer Health Services. For emergency information, see Wyoming Office of Homeland Security.

  • The Wyoming Department of Agriculture's Consumer Health Services division licenses retail food establishments; the Food Rule's Chapter 2 covers plan submission, license application and issuance, and inspection, and a Retail Plan Review Packet is available. Adding a temporary kitchen to an existing operation can require plan review and licensing through this state agency. Source
  • Consumer Health Services publishes Mobile Food Unit Requirements and a Mobile Unit Plan Review Packet. Anyone operating a mobile kitchen in Wyoming should review these documents. Source
  • Consumer Health Services publishes Temporary Food Stand Requirements for temporary food events. Event vendors using temporary refrigeration or kitchens should check these requirements before an event. Source
  • The Consumer Health Services site lists Disaster Relief and Wildfire Resources pages, though no outage-specific food guidance was found on the food safety page. The Department of Health lists Public Health Preparedness and Response resources. Emergency operators can start with these state resources after fires or outages. Source
  • CDC guidance says a closed refrigerator keeps food safe for up to 4 hours without power and a full freezer for about 48 hours; after that, perishable food such as meat, fish, eggs and milk should be discarded. The 4-hour window is why operators often need replacement refrigeration quickly after a power loss. Source

Main roads

  • I-80: Runs about 403 miles across southern Wyoming from Evanston through Green River, Rock Springs, Rawlins and Laramie to Cheyenne and Pine Bluffs; the Rawlins-Laramie stretch has frequent winter closures.
  • I-25: Runs about 300 miles from Cheyenne north through Wheatland, Douglas and Casper to Buffalo, where it ends at I-90.
  • I-90: Crosses northeast Wyoming (about 209 miles) through Sheridan, Buffalo's I-25 junction, Gillette and Moorcroft.
  • US-287: Passes through Laramie and Rawlins and runs 125 miles northwest from Rawlins to Lander.
  • US-30: Serves Laramie and Rock Springs, runs concurrent with I-80 at Rawlins and passes Kemmerer.
  • US-20: Serves Casper and Thermopolis, and lies south of Worland, where US 20 and US 16 combine north of the city.
  • US-85: Serves Torrington and intersects US-16 at Newcastle.

Events that raise demand

  • Cheyenne Frontier Days (late July): A ten-day event centered on the last full week of July, held since 1897 and billed as the world's largest outdoor rodeo and western celebration; it draws nearly 200,000 people. Food vendors and large crowds create demand for temporary kitchens, cold storage and warewashing.
  • Wyoming State Fair (August): Held each August in Douglas, with a carnival midway, live entertainment and a rodeo. Fair concession stands can need temporary refrigeration and dishwashing.
  • College National Finals Rodeo: Held at the Casper Events Center since 2001. Large rodeo crowds can need extra food service and cold storage.
  • Laramie Jubilee Days (around July 4): Started in 1940 and now spans several days around July 4 with a parade and rodeo events. Multi-day community events can need temporary food service.
  • Platte County Fair and Rodeo (August (second full week)): Held at the Wheatland fairgrounds, usually in the second full week of August. County fair vendors can need temporary refrigeration and warewashing.
