What drives cold-storage demand in Oklahoma

Summers are hot, with July mean highs around 93F in Oklahoma City and Tulsa and about 96F in Lawton; eastern Oklahoma is humid while the Panhandle is drier. Winters bring January lows near 27 to 28F in the main cities, with occasional snow, sleet or freezing rain. The state record high is 120F and the record low is -31F.

The hottest stretch runs june to August. The coldest runs december to February. Both extremes strain commercial refrigeration, and both bring calls for emergency cold storage.

Restaurants, hotels, grocers, and large event venues often rent refrigeration trailers when equipment fails during peak heat.

Weather and hazards

  • Tornado (April to June): Oklahoma averages about 62 tornadoes a year, with April through June the highest-risk months. The 1999 Bridge Creek-Moore tornado was rated F5 and the 2013 Moore tornado (EF5) killed 24 people. Tornado damage and the outages that follow often leave businesses needing temporary cold storage and kitchens. Source
  • Ice storm (December to February (October 2020 event)): The October 26 to 28, 2020 ice storm left up to 2 inches of ice in the Oklahoma City area, caused more than $125 million in damage and cut power to over 400,000 customers. Ice storms can leave refrigeration and kitchens without power for many days. Source
  • Wildfire: In March 2025, wildfires driven by wind burned tens of thousands of acres in western and central Oklahoma, and the governor said some were ignited by downed or sparking power lines. Wildfire evacuations and outages can displace kitchens and spoil stored food. Source
  • Flood (Spring and summer): A stalled front dropped about 15 inches of rain on Tulsa overnight in 1984, killing 14 people and destroying about 7,000 buildings; Kingfisher saw creek flooding cover about 25 percent of the city in August 2007. Flooding can inundate kitchens and cold storage and cut off supply routes. Source
  • Heat wave (July to August): Tulsa averages about 11 days a year above 100F, and long stretches of hot, dry weather are common in July and August. Extreme heat can overload coolers and raise spoilage risk at outdoor events. Source

Power outages

  • The late October 2020 ice storm cut power to over 400,000 customers, with about 40,000 still out ten days later; it was the largest outage in OG&E's history. Outages lasting more than a week often spoil refrigerated stock and halt kitchens. Source
  • Wind and wildfires on March 14, 2025 pushed statewide outages above 77,000, and PSO outages peaked at 25,663 customers. Wind-driven outages can arrive suddenly and affect many food businesses at once. Source
  • Oklahoma City reached -14F in February 2021, its coldest reading since 1899. Extreme cold stresses equipment and the grid at the same time. Source

Food and hospitality

  • Oklahoma crop and livestock receipts were about $9.55 billion in 2022, led by cattle and calves ($4.58 billion), hogs ($1.48 billion) and broilers ($1.28 billion). Large livestock and poultry sectors depend on cold-chain processing and storage. Source
  • Oklahoma City has one of the world's largest livestock markets. Livestock trading feeds meat-processing and cold-chain demand. Source
  • Blue Bell Creameries is among the major employers in Broken Arrow. Ice cream production requires deep-freeze cold storage. Source
  • A Walmart Distribution Center is among Pauls Valley's largest employers. Grocery distribution is a cold-chain operation. Source

Rules, agencies, and roads in Oklahoma

We rent to commercial and industrial customers only. Before you place temporary refrigeration or a temporary kitchen in Oklahoma, check local rules. The state agency to start with is Oklahoma State Department of Health, Consumer Health Service. For emergency information, see Oklahoma Department of Emergency Management and Homeland Security.

  • For food establishments, the Oklahoma State Department of Health issues the license, while plan review is handled separately by the local county health department; the state page lists a $425 plan review fee when review is required. Anyone setting up a temporary or mobile kitchen should contact the local county health department early. Source
  • The state food establishment rules are in OAC Title 310, Chapter 257, which includes a subchapter on mobile units. Mobile kitchens are regulated under their own subchapter. Source
  • Tulsa Health Department says mobile food establishments that sell only prepackaged food need no plan review, and it notes a $425 state fee applies to all mobile operations. Prepackaged-only vendors face lighter requirements than cooking units. Source
  • The state licensing page directs temporary food operators to contact their local county health department about eligibility rather than listing a statewide temporary event rule. Event kitchens should confirm local requirements first. Source

Events that raise demand

  • State Fair of Oklahoma (Mid to late September (about 11 days)): Held in Oklahoma City and drawing about 900,000 people, by one estimate close to one million. Fair vendors can often use extra refrigeration and dishwashing over the run.
  • Norman Medieval Fair (Late March or early April): Held at Reaves Park in Norman; attendance exceeded 325,000 in 2006. Large festival crowds can use temporary kitchens and cold storage.
  • University of Oklahoma football games (Fall): Games in Norman draw over 80,000 people. Game days can use catering kitchens and temporary refrigeration.
  • American Heritage Music Festival (Grove) (Early June): Free festival in Grove, near Grand Lake, whose busiest season is Memorial Day to Labor Day. Lake tourism and festivals can use temporary food service.
  • Kay County Free Fair (Blackwell) (September): Annual county fair in Blackwell. County fairs often need temporary refrigeration.
