What drives cold-storage demand in Kansas

Much of central and western Kansas reaches 90F or higher on most June to August days, and humidity pushes heat indexes into the 107 to 114F range around Topeka and Kansas City. Winters are cold, with a statewide mean January minimum near 19.5F and 5 to 35 inches of snow depending on location. The record high is 121F and the record low is -40F.

The hottest stretch runs june to August. The coldest runs december to February. Both extremes strain commercial refrigeration, and both bring calls for emergency cold storage.

Agricultural and food-distribution operations, rural hospitals, and schools use temporary cold storage while repairs are scheduled.

Weather and hazards

  • Tornado: Kansas averages more than 50 tornadoes a year, some rated EF3 or stronger, along with very large hail and flash flooding from severe thunderstorms. Storm damage and outages can disrupt refrigerated storage and kitchens, often creating demand for temporary replacements. Source
  • Flood (Spring and summer): The Great Flood of 1951 hit Kansas City, Kansas, and in 2007 the Verdigris River crested 10 feet above flood stage at Coffeyville, topping the refinery levees. Flooding can inundate storage and kitchens and often cuts access to suppliers. Source
  • Ice storm (December to February): Kansas City, Kansas, lists a 2002 ice storm among its notable hazards, and winter storms bring up to 35 inches of snow in the far northwest. Ice storms that down power lines can leave food businesses without refrigeration for days. Source
  • Heat wave (June to August): Heat indexes of 107 to 114F are common around Topeka, Lawrence and Kansas City in summer. Extreme heat can overload coolers and raise spoilage risk at outdoor events. Source
  • Drought (Summer): Annual precipitation falls from about 47 inches in the southeast to about 16 inches in the southwest, and the 1930s Dust Bowl devastated southwestern Kansas. Dry, hot years stress farms and plants that depend on cooling. Source

Power outages

  • On February 15, 2021, Evergy began rolling blackouts in Kansas at the direction of the Southwest Power Pool as extreme cold strained the regional grid; about 60,000 customers were affected in the first afternoon, with each outage lasting 30 to 60 minutes. Grid-ordered blackouts in extreme weather can interrupt refrigeration and kitchens with little notice. Source
  • The Southwest Power Pool said the February 2021 event was the first time it had ever called for controlled interruptions of service. It shows that regional grid emergencies can reach Kansas. Source

Food and hospitality

  • The Golden Triangle of meat-packing covers Dodge City, Garden City and Liberal; IBP opened what was then the world's largest beef plant at Holcomb near Garden City in 1980. Large beef plants rely on continuous refrigeration and extensive sanitation. Source
  • National Beef's Liberal plant can process about 6,000 head a day, one of the largest beef plants in the country. Plant disruptions can create short-term demand for extra cold capacity. Source
  • Wichita is home to the headquarters of Cargill Meat Solutions and Koch, Inc., and health care employs about 28,000 people. Food companies and hospitals depend on dependable refrigeration. Source
  • Associated Wholesale Grocers and Kansas City Steak Company are among major employers in Kansas City, Kansas. Grocery distribution and steak processing are cold-chain operations. Source
  • Kansas is among the most productive agricultural states, with high yields of wheat, corn, sorghum and soybeans. Harvest seasons raise demand for food handling and storage. Source

Rules, agencies, and roads in Kansas

We rent to commercial and industrial customers only. Before you place temporary refrigeration or a temporary kitchen in Kansas, check local rules. The state agency to start with is Kansas Department of Agriculture, Food Safety and Lodging Program. For emergency information, see Kansas Division of Emergency Management.

  • Each mobile unit or mobile operation needs its own Kansas Department of Agriculture license, shown with an MU sticker, and applicants submit a Mobile Unit Log with the Food Establishment Application; a commissary may need a separate license. Mobile and temporary kitchens should plan licensing for both the unit and any commissary. Source
  • Kansas Department of Agriculture licenses expire each year on March 31, and fees are not prorated. Timing of a license purchase affects cost for a seasonal kitchen. Source
  • A 2012 KDA fact sheet said a temporary food establishment that operates fewer than seven days a year does not need a license or application; longer operations pay an annual license fee and a one-time application fee. Short event kitchens may be exempt, but the rule should be confirmed with the department. Source
  • KDA tells new operators to call its Food Safety and Lodging program at (785) 564-6767 to schedule an inspection before opening. Inspection is part of opening any new or temporary food operation. Source

Events that raise demand

  • Kansas State Fair (Hutchinson) (September (10 days starting the Friday after Labor Day)): Attendance was 330,044 in 2023, with about 350,000 visitors estimated annually. Concessions at a fair this size can often use extra refrigeration and dishwashing.
  • Katy Days (Parsons) (Memorial Day weekend): Annual festival in Parsons. Festival vendors can use temporary kitchens and cold storage.
  • OZtoberFEST (Wamego) (First weekend of October): Oz-themed festival in Wamego, along with a week-long Independence Day festival. Festival food service often needs temporary refrigeration.
  • Russell County Free Fair and Ad Astra Music Festival (July): Held in Russell, along with a Bricks, Broncs and BBQ event in early October. County fairs and music festivals can use temporary kitchens.
  • Hunting season opening day (Concordia) (Fall): Opening day of hunting season draws many visitors to Concordia. Seasonal visitors can raise demand for food service and cold storage of game.
